Robert Hannigan is a former head of UK GCHQ.

In 2016 Hannigan personally flew to Washington, DC to meet with CIA Director John Brennan. Hannigan's U.S. Counterpart was NSA Director Adm. Mike Rogers – not Brennan.[1] Hannigan would abruptly resign three days after President Trump’s Inauguration.
