LANSING, Michigan: Federal judge Robert Holmes Bell struck down the residency requirement for petitioners in the state of Michigan. Bell decided that the state's requirement that people who circulate petitions for recall questions must live in the district of the politician who is the target of the recall was unconstitutional because it significantly lowered the amount of eligible petitioners.[1]
