Marion Shepilov Barry, Jr. (born March 6, 1936) was the first prominent civil rights activist to become chief executive of a major American city. He was the second elected Mayor of the District of Columbia from 1979 to 1991, and again as the fourth Mayor from 1995 to 1999.
In January 1990, Mayor Barry was caught on video tape smoking crack cocaine. He was arrested by FBI officials on drug charges, and he served six months in a federal prison. After his release, Barry was elected to the DC city council in 1992 and then reelected as Mayor in 1994, serving from 1995 to 1999. Hunter Biden, son of Joe Biden, boasts of smoking crack with Barry.[1]
On August 2, 2014, Barry was arrested after driving the wrong way down Pennsylvania Avenue and colliding with another car. Barry was cited for driving the wrong way, driving an unregistered vehicle and driving without insurance.[2]
