There was a primary election on June 24, 2014, to narrow the field of candidates in Districts B, C, D, E and F to two candidates for each seat. Incumbents Robert "Bob" Frisch, Alysson L. Krchnavy, Nancy Reynolds, Arthur Kaff and Thomas Fitzpatrick all advanced from the primary and faced challengers in the general election. The District A race advanced to the general election without a primary as newcomers Frederick A. Mullis and Jansen M. Robinson were the only candidates for the seat. This was the first time that county voters selected members for these seats on the Harford County Board of Education. Board members were appointed by the governor prior to a 2009 state law that turned six of the nine board seats into elected positions. There were board elections for Districts A, B and D in November 2010. Victorious candidates in the general election took office in July 2015 along with three newly appointed members.[1] Jansen M. Robinson won District A, incumbent Robert "Bob" Frisch was returned to District B, challenger Joseph L. Voskuhl defeated incumbent Alysson L. Harford County is home to 249,215 residents, according to the United States Census Bureau.[2] Harford County Public Schools was the eighth-largest school district in Maryland, serving 38,224 students during the 2011-2012 school year.[3] ### Demographics[edit] Harford County underperformed in comparison to the rest of Maryland in terms of higher education achievement in 2012. The United States Census Bureau found that 31.5 percent of Harford County residents aged 25 years and older had attained a bachelor's degree compared to 36.3 percent for Maryland as a whole. The median household income in Harford County was $80,441 compared to $72,999 for the state of Maryland. Read more about race and ethnicity in the census here. ## Voter and candidate information[edit] The Harford County Board of Education consists of nine members. Six members are elected concurrently by district to four-year terms with the remaining three members appointed by the governor. The board consisted entirely of state appointees until the Maryland State Legislature passed a hybrid board bill in 2009. There was a primary election on June 24, 2014, and a general election took place on November 4, 2014.[1] Board candidates submitted their statements of organization and certificates of candidacy with the county elections office by February 25, 2014. Each candidate was also required to submit a filing fee of $25 to the county. State law required candidates to be registered voters and residents of the district.[5] County residents had to register to vote for the primary election by June 3, 2014. The county offered early voting in the primary from June 12, 2014, to June 19, 2014. The deadline to register to vote in the general election was October 14, 2014. Krchnavy in District C, Nancy Reynolds in District D, Arthur Kaff in District E and Thomas Fitzpatrick in District F prior to the primary election.[7] The New Harford Democratic Club issued endorsements for District A candidate Jansen M. Robinson, District B candidate Laura Runyeon, Tishan D. Weerasooriya in District D and incumbents Kaff and Fitzpatrick.[8] The Harford County Education Association (HCEA) endorsed Jansen M. Robinson, Robert "Bob" Frisch, Joseph L. Voskuhl, Rachel Gauthier and Michael R. Hitchings for the general election.[9] The Aegis and The Baltimore Sun endorsed Jansen M. Robinson, Laura Runyeon, Joseph L. Voskuhl, Mike Simon, Arthur Kaff and Michael R. Hitchings for the general election.[10] #### Campaign finance[edit] Candidates received a total of $6,530.52 and reported $2,724.38 in expenditures as of June 3, 2014, according to the Maryland State Board of Elections. State law allowed candidates to file Affidavits of Limited Contributions and Expenditures (ALCE) if their campaigns did not accept $1,000 in contributions or spend $1,000 in a particular reporting period.
