The proposed amendment would have forbidden standing appropriations.[1] ## Text of measure[edit] The question would have been presented to voters as follows:[2] "Shall the Minnesota Constitution be amended to forbid the legislature from appropriating money from the state general fund for a period beyond the biennium in which the appropriation is enacted, except for appropriations necessary to pay principal and interest on state bonds?" * YES * NO ### Constitutional Changes[edit] The proposed amendment would have amended Article XI of the Minnesota Constitution.[2] ## Path to the ballot[edit] See also: Amending the Minnesota Constitution In order to refer proposed amendments to the ballot they must be agreed on by a majority of the members of each chamber of the Minnesota State Legislature.
