The Minnesota Standing Appropriations Amendment did not make the November 2012 ballot in Minnesota as a legislatively referred constitutional amendment. The proposed amendment would have forbidden standing appropriations.[1]

Text of measure[edit]

The question would have been presented to voters as follows:[2]

"Shall the Minnesota Constitution be amended to forbid the legislature from appropriating money from the state general fund for a period beyond the biennium in which the appropriation is enacted, except for appropriations necessary to pay principal and interest on state bonds?"

Constitutional Changes[edit]

The proposed amendment would have amended Article XI of the Minnesota Constitution.[2]

In order to refer proposed amendments to the ballot they must be agreed on by a majority of the members of each chamber of the Minnesota State Legislature. The 2012 legislative session ended before the measure was passed on to the ballot.
