Heart rules the Head is a metaphorical expression for following one's heart over one's head. Liberals falsely believe the expression refers to them, for their beliefs in doing what one feels like, however, the expression is actually values-driven. [People whose heart rule their head make decisions based on one's own personal beliefs, morals, values or what is right for them rather than for logical, pragmatic or practical reasons. For instance, a woman could be against having an abortion because she personally believes that abortion is wrong, rather than focusing on that scientific facts that having an abortion may make her feel suicidal in the future. While both are valid reasons against having an abortion, letting the heart rule the head focuses on the moral aspect rather than the scientific aspect. Those who let their heart rule their head are most likely to be right-brain thinkers. The opposite of this is Head rules the Heart.
