Jeffrey Carl Mateer, known as Jeff Mateer (born December 6, 1965)^[1] is a lawyer in the capital city of Austin, Texas, who was an unsuccessful nominee of U.S. President Donald Trump for a U.S. District Court judgeship. The nomination quickly ran into trouble and was pulled by the White House when Moderate Republican U.S. Senator John Cornyn of Texas announced that he was rethinking the selection because of two speeches Mateer delivered in 2015 in which he called transgendered people "part of Satan's plan" and endorsed conversion therapy for homosexuals.^[2] Opposition from Cornyn, the No. 2 Senate Republican, would in effect kill the nomination.

Mateer, a conservative Christian, is a graduate of Dickinson College in Carlisle, Pennsylvania, and the Southern Methodist University Dedham School of Law in University Park in Dallas. He is an assistant attorney general of Texas under fellow Republican Ken Paxton. Formerly, he was general counsel for the First Liberty Institute, a religious advocacy organization in Plano, Texas.^[2]

In 2015, Mateer opposed the United States Supreme Court decision Obergefell v. Hodges, which legalized same-sex marriages. He referred to "disgusting" new forms of matrimony: "We're back to that time where debauchery rules."^[2]
